§ 31.45 PLANNING DIRECTOR.
   The following position of city’s Planning Director, and the Class Title, Examples of Duties, Position Qualifications and Working Conditions are hereby adopted.
   (A)   Class Title: City Planning Director.
   (B)   Working Title: City Planning Director.
   (C)   Characteristics of the Class: The city’s Planning Director position created within the Building Inspector’s Department to administer the duties of the Joint City/County Planning Commission, in accordance with KRS 100.173. The Joint City/County Planning Commission reimburses the city monthly for his or her salary, retirement benefits, worker’s compensation and other expenses. The city’s Planning Director reports to the Planning Commission Chairperson and the Joint City/County Planning Commission as related to duties and responsibilities.
   (D)   Examples of Duties: The following duties are normal for this position. These duties are not exclusive or all-inclusive. Other duties may be required and assigned: Advise and assist the Joint City/County Planning Commission in the coordination of planning programs and determination of policies, including land use regulations administration; coordinate with local government agencies and utilities companies in reviewing and administrating development regulations; review proposed development material for conformity, with subdivision regulations and zoning ordinance; prepare text revisions and amendments to the zoning ordinance, subdivision regulations and any other applicable regulations; consult with neighborhood groups, community organizations, development professionals, property owners and other interested individuals on land development services; supervise and participate in the preparation and update of the comprehensive plan; present planning and research reports with accompanying recommendations and other documents to the Joint City/County Planning Commission at public hearings and meetings; coordinate and supervise the Joint City/County Planning Commission staff and maintain work programs for the Planning Commission; serve on committees and attend meetings as a representative of the Joint City/County Planning Commission; attend Joint City/County Planning Commission, City Council and Fiscal Court meetings as needed; develop policies for the general guidance of Joint City/County Planning Commission decision-making; provide expert testimony regarding ordinances and regulations administered by the Planning Commission; and perform other duties as required.
   (E)   Position qualifications:
      (1)   Training and experience: This position require a Bachelor’s degree in Planning, Public Administration, Civil Engineering or related fields and at least three years experience in planning, zoning administration or related field. AICP certification is preferred.
      (2)   Special knowledge, skills and abilities: Excellent organizational, written and oral communication, personnel and public relations skills are required.
   (F)   Working conditions: Work is to be performed both indoors and outdoors.
   (G)   Compensation: Compensation shall be established by the Mayor, consistent with the annual budget of the city, and in accord with the Interlocal Agreement entered into between the city and the county.
