All sexually oriented businesses shall permit representatives of the city, including representatives of the Police and Fire Departments, or other city departments or agencies, to inspect the premises of a sexually oriented business for the purpose of ensuring compliance with this subchapter and other local, state and federal laws, upon initial licensure and the renewal thereof, and at all other times provided for herein.
