§ 31.43 BUILDING, ELECTRICAL, CODES ENFORCEMENT OFFICER ASSISTANT.
   (A)   There is hereby created the class title of Building, Electrical, Codes Enforcement Officer Assistant.
   (B)   The characteristics of the class of Building, Electrical, Codes Enforcement Officer Assistant are as follows: This is inspectional and supervisor work in securing compliance with the city building and zoning code and regulations and housing code. An employee in this class is responsible for inspecting buildings and other structures for structural conformance with the building and electrical codes and for inspecting buildings, premises and land uses for conformance with zoning regulations. Although the employee may receive assistance on new or difficult inspections, most field work is done independently and requires that knowledge of applicable regulations and construction methods be combined with skill in explaining standard and reasons therefore to builders and the public. Work is subject to annual audit, reports are reviewed and complaints investigated by the Mayor and Council. Does related work as required.
   (C)   The examples of duties of the Building, Electrical, Codes Enforcement Officer Assistant are as follows: Inspects buildings in the process of construction for compliance with the building code requirements; inspects sites before construction for practicability of plans; checks site and checks construction in process; inspects alteration and repair jobs; checks roof and foundation connections for building additions; inspects other work in process; examines plans accompanying permit applications for conformance with building and zoning requirements; investigates complaints of zoning violations; receives applications and plans, computes fees; issues building, occupancy and razing permits; collects fees; answer inquiries concerning building code requirements; inspecting dwellings for compliance with code and takes necessary action; meets with the Joint City/County Planning Commission and Board of Zoning Adjustments; enforces Property Maintenance Code; and administers condemnation procedures.
   (D)   The minimum qualifications of the Building, Electrical, Codes Enforcement Officer Assistant are as follows:
      (1)   Training and experience: Graduation from an accredited high school or its equivalent (GED) or vocational school supplemented by five years of progressively responsible experience in construction or related fields.
      (2)   Special necessary requirements: Possession of a valid driver’s license as issued by the Commonwealth of Kentucky; ability to pass a physical examination; and ability to meet state certification.
      (3)   Special knowledge, skills and abilities: Working knowledge of building construction materials and methods and of the stages of construction at which possible violations and defects may most easily be observed and corrected; working knowledge of city building zoning codes, housing code and related laws; ability to read and interpret plans, specifications and blueprints quickly and accurately and to compare them with construction in process; ability to enlist the cooperation of building owners and contractors in securing compliance with building and housing codes and zoning ordinances; ability to establish and maintain effective work relationships with other employees, officials and the public; and tact, initiative, resourcefulness and integrity.
