§ 31.42 SUPERINTENDENT OF PUBLIC WORKS.
   (A)   There is hereby created the new class title of Superintendent of Public Works.
   (B)   The characteristics of the class of Superintendent of Public Works are as follows: under executive direction, plans, organizes, directs and evaluates the activities of the Streets, Sanitation and Landfill Departments; and does related work as required.
   (C)   The examples of duties of Superintendent of Public Works are as follows: supervises the repair and maintenance of all existing city streets and sidewalks with respect to grade, surfaces, drainage and rights-of-way; schedules and supervises the construction of new streets, sidewalks and additions thereto; supervises construction of storm sewers; prepares project cost estimates; performs project layouts; writes specifications; supervises all street and traffic signs; schedules and supervises building, city parking lots and structure maintenance; establishes, schedules and supervises routes and schedules for the collection of refuse and debris, including the sanitary landfill operation; prepares budgets; supervises, evaluates and disciplines employees; prepares reports orally and in writing.
   (D)   The minimum qualifications of the Superintendent of Public works are as follows:
      (1)   Training and experience: Graduation from an accredited high school supplemented by eight years of progressive responsible experience in general construction or maintenance work. An additional degree and/or college hours will be desirable.
      (2)   Special necessary requirements: Possession of a valid driver’s license as issued by the Commonwealth of Kentucky; ability to pass a physical examination.
      (3)   Special knowledge, skills and abilities: Considerable knowledge of the operation of a variety of heavy construction equipment, including bulldozer and refuse collection equipment; considerable knowledge of preventive maintenance; technical, administrative and supervisory abilities; ability to establish and maintain effective work relationships with other officials, employees and the general public; initiative; dependability; thoroughness; resourcefulness; sound judgement; integrity; must have had experience and training in engineering that would allow him to pass the test for “Landfill Operator” and “Landfill Manager.”
