§ 115.51 LINE EXTENSIONS.
   Unless a franchise agreement specifies otherwise, it shall be the obligation of a franchisee to serve every residential area of the city and provide cable service to all residents who reasonably request service to the extent technically and economically feasible. In the event that the city limits are extended, a franchisee shall within 12 months thereof expand its cable system if technically and economically feasible so to serve the annexed area that has a minimum average housing density of 25 dwelling units per cable mile measured from the last trunk amplifier on existing plant that is not otherwise provided service by a cable system.
