(A) Rates and charges must be applied in a non-discriminatory manner consistent with the requirements of § 115.46.
(B) To the extent practicable, rates may be changed by the franchisee following a minimum 30 days prior notice to the city and the customers.
(C) The city reserves the right to implement rate regulation when and if permitted by federal law or regulations, and to amend this chapter to establish applicable procedures.
