§ 115.02 INTENT; PURPOSE.
   It is the intent of the city to promote the public health, safety and general welfare by providing for the grant of one or more franchises for the construction and operation of a cable television system; to provide for the regulation of each cable television system by the city to the ex+-.nt permitted by the laws of the United States and State of Kentucky; to provide for the payment of fees and other valuable consideration by a franchisee to the city for the privilege of using the public rights-of-way for constructing and operating a cable television system; to promote the availability of cable service to city residents; to encourage the development of cable as a means of communication between and among the members of the public and public institutions; to encourage the development of competitive cable services; to ensure non-preferential and non-discriminatory treatment of franchisees by the city in all respects; and to encourage the provision of diverse services to and among the community.
