§ 31.38 FINANCE DIRECTOR; ASSISTANT.
   (A)   Establishment. The city hereby establishes the Office of Finance Director.
   (B)   Appointment and qualifications. The Mayor, with approval of City Council, shall appoint a Finance Director who shall be the custodian of all funds of the city. The Mayor may remove the Finance Director at will. He or she shall have graduated from an accredited high school and shall be chosen on the basis of his or her secretarial and accounting skills.
   (C)   Duties and powers. The Finance Director shall have and exercise all powers and duties assigned to him or her by statute, this chapter and such other municipal responsibilities delegated from time to time. He or she shall attend all regular meetings of the City Council and shall advise the Mayor, the City Council and all other city officers and employees in all financial matters pertaining to their municipal duties or employment or affecting the interests of the city. He or she shall collect, keep safe, promptly deposit and account for all city revenues and moneys from all sources, and shall maintain accurate and complete records of all city financial transactions according to accepted accounting standards, submit summary statements of receipts and disbursements monthly to the City Council. He or she shall prepare and maintain payroll records for all city officers and employees, verify the public purpose of and the city’s legal obligation for all disbursements from city funds, pay all claims and accounts against the city approved by the City Council and sign all checks authorized to be issued against city funds.
   (D)   Oath and bond. No person shall be appointed or act as the Finance Director unless that person has taken the oath required by § 228 of the Constitution of the Commonwealth of Kentucky, and has provided a bond in the sum as established by City Council, with corporate surety authorized to transact business in the Commonwealth of Kentucky and conditioned upon the performance of the duties specified herein.
   (E)   Compensation. The compensation of the Finance Director shall be in an amount to be established by City Council by ordinance.
   (F)   Assistant to the Finance Director.
      (1)   An Assistant to the Finance Director is authorized to be hired as an officer of the city.
      (2)   The duties of the Assistant to the Finance Director shall be as designated by the Finance Director.
      (3)   Divisions (B), (D) and (E) above, concerning appointment, qualifications, oath, bond and compensation, shall also apply to the Assistant to the Finance Director.
