§ 111.29 CONSTRUCTION PERMIT.
   (A)   (1)   No person shall construct an outdoor advertising sign without obtaining an outdoor advertising construction permit from the city’s Building Inspector. An outdoor advertising sign permit shall be required in addition to a building permit and any other permit or license required by law or ordinance.
      (2)   Permits will be awarded as applied for. Additional permits to construct outdoor advertising signs will not be issued so long as all presently existing outdoor advertising signs are in use, and no permit shall be issued which would increase the total number of outdoor advertising signs, including both occupied and vacant signs, to more than 25.
   (B)   Any application for an outdoor advertising sign permit shall be void 60 days after its filing with the city’s Building Inspector unless the permit has been granted prior to its expiration.
