The following shall be a prerequisite for the issuance of a business license to a targeted grazing business:
(A) Proof of personal injury and property damage liability insurance in an aggregate amount of not less than one million dollars per claim;
(B) Proof of attendance and completion of an educational program addressing proper management of targeted grazing conducted or funded in whole or in part by any state agricultural agency;
(C) All targeted grazing sites must be secured by electric fencing adequate to prevent the escape of livestock;
(D) The grazing herd shall be limited to does, kids and whethers;
(E) The operator of the business shall at each targeted grazing location conspicuously post signage and warnings, including visual emblems of the presence of livestock and electric fencing;
(F) No targeted grazing shall be allowed less than 15 feet from an adjoining property line without the written consent of the adjoining property owner;
(G) Licenses shall be issued for targeted grazing at an address within an area zoned for residential use for a maximum of 30 days and only for targeted grazing between April 1 and December 1 of each year; and
(H) Licenses shall be issued for targeted grazing at an address within all other zoned areas for a period of time no greater than from April 1 through December 1 of each year.
