For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ALTERATION. Any act or process which changes one or more of the “exterior architectural features” of a building or structure designated for preservation that is visible to the public. An alteration shall include a proposed sign or changes to an existing sign. Ordinary maintenance and repairs shall not be considered alterations.
BUILDING. Any structure designed or constructed for residential, commercial, industrial, agricultural or other use.
CERTIFICATE OF APPROPRIATENESS. A certificate from the Glasgow Historic Preservation Commission, attained at no cost, authorizing plans for alterations, construction or demolition of a landmark, a landmark site or a structure, which is local within a historic district.
CERTIFIED LOCAL GOVERNMENT. A government meeting the requirements of the National Historic Preservation Amendments Act of 1980 (P.L. 6596-515) and the implementing regulations of the U.S. Department of the Interior and the Kentucky Heritage Council.
CITY COUNCIL. The governing body of the City of Glasgow, Kentucky as provided in KRS Chapter 83A.
COMMISSION. Glasgow Historic Preservation Commission.
DEMOLITION. Any act or process which destroys a landmark, building or structure, in whole or in part.
DESIGN CRITERIA. A standard of appropriate activity, as referenced in The Secretary of the Interior’s Standards for Rehabilitation that will preserve the historical and architecture; character of a structure, object or area.
DESIGNATED PROPERTY. A landmark or a building or structure in a historic district. DESIGNATED PROPERTY shall include all lots within a historic district and the entire lot containing a landmark.
HISTORIC DISTRICT. An area of architectural, historical or cultural significance that has been designated a HISTORIC DISTRICT in compliance with the provisions of § 99.31.
LANDMARK. A building, structure or site of architectural, historical or cultural significance that meets one or more of the criteria contained in § 99.31.
LANDMARK SITE. The land on which a landmark and related structures are located and the land that provides the grounds, the premises or the setting for a landmark.
MAJOR STRUCTURAL CHANGE. Structural alterations and structural repairs made within any 12-month period costing in excess of 50% of the physical value of the structure, as determined by comparison of the extent/value of the alterations involved and the replacement value of the structure at the time the plans for the alteration are approved, using the Building Officials Conference of America (BOCA) chart for construction cost.
NEW CONSTRUCTION. An addition to an existing building or structure or the construction of a new building or structure.
ORDINARY MAINTENANCE AND REPAIRS. Any work, the purpose of which is to correct deterioration or to prevent deterioration of a designated historic property. The work shall restore the property to its appearance prior to deterioration or shall result in the protection of its present appearance. The work shall involve the use of the same building materials or available materials that are as close as possible to the original. Work that changes the external appearance of a property shall be considered an alteration for purposes of this chapter.
PLANNING COMMISSION. Joint City-County Planning Commission of Barren County.
PRESERVATION-RELATED PROFESSIONAL. A preservation related professional is a person who has training or experience in the fields of architecture, history, archaeology, architectural history, planning or related field.
STRUCTURE. Anything constructed or erected, the use of the ground, including (but without limiting the generality of the foregoing) barns, smokestacks, advertising signs, billboards, backstops for tennis courts, bridges, fences, pergolas, gazebos, radio and television antennae, solar collectors, microwave antennae, including the supporting towers, roads, ruins or remnants (including foundations, swimming pools or walkways).
