(A) The city, with the assistance of the Fire Department, shall pursue all appropriate legal remedies against any spiller to recover all costs incurred by the Fire Department, and any other agency of municipal government, resulting from any spill for which a response is made.
(B) All supporting agencies shall assist the city in initiating action to recover all costs incurred in the handling of any hazardous materials incident.
