(A) The Fire Department shall develop and promulgate standard operating procedures which will provide for the classification of hazardous materials incidents, based upon the following criteria:
(1) Level of technical expertise required to abate the incident;
(2) Extent of municipal, county and state government involvement;
(3) Extent of evacuation of civilians;
(4) Extent of injuries and/or death; and
(5) Extent and involvement of decontamination procedures.
(B) The Fire Department will develop and promulgate standard operating procedures which will provide for incident command and scene management in the event of hazardous materials incidents.
(C) The Fire Department will develop and promulgate standard operating procedures which will provide for control zones in the event of hazardous materials incidents.
(D) The operational plan developed by the Fire Department for response to hazardous materials incidents shall become operational when the Fire Department receives notification of any hazardous materials incident, after the hazardous materials team has been developed by the Fire Department, personnel appropriately trained, subscriber fees paid as further provided in this subchapter, and necessary equipment obtained.
(E) The Fire Department will develop and promulgate standard operating procedures which will provide for immediate on-scene actions in the event of hazardous materials incidents.
