(A) No person shall operate a skateboard, bicycle, motorcycle, minibike or motor vehicle upon any portion of any city park, except on regular, established roadways and parking areas.
(B) The provisions of division (A) above shall not apply to the operation of bicycles upon areas of city parks which are not otherwise designed, utilized or constructed for tennis courts, basketball courts or ball fields, so long as the bicycles are operated in a manner as not to damage, deface or destroy in any way the sod or other surface of the areas.
