SCHEDULE III. CONTROLLED PARKING AREAS.
   (A)   All on-street parking of any motor vehicle upon the streets defined in division (B) of this schedule, which area is defined as controlled parking area, shall be controlled by this schedule.
   (B)   The controlled parking area is designated as follows.

   (C)   All on-street parking in the controlled area shall be controlled and governed by a maximum of two hours free parking within the controlled area, and enforcement of parking by the Police Department within the controlled area shall be from the hours of 8:00 a.m. to 5:00 p.m.
   (D)   Nothing in this schedule shall be construed to alter or amend the present parking regulations in the uptown city parking lot or the city parking lot located on West Main Street.
   (E)   The following parking spaces within the controlled parking area are designated for official parking:
      (1)   One parking space for the County Jailer and one parking space for the County Sheriff, both parking spaces to be located at the crosswalk on the north side of Washington Street on the South Public Square;
      (2)   Two parking spaces for County Deputy Sheriffs, being the first two spaces adjacent to Race Street in the uptown city parking lot;
      (3)   All parking on South Broadway on the west side of the street from East Washington to the end of the Fire Department building is restricted to parking for the Mayor and official police vehicles only;
      (4)   Three parking spaces on the south side of East Washington Street right in front of the 911 dispatch center shall be designated as “parking for city business only,” and no parking shall be permitted in this area other than for persons having official business with the city; and
      (5)   Currently, there is one space marked available to the Kentucky State Police along the North side of the South Public Square and that space shall be henceforth eliminated. Further, there currently exists one parking space along the West Public Square side of North Race Street for County Maintenance which shall henceforth be eliminated.
      (6)   On the North Public Square in front of the County Building, there shall be three spaces for 15-minute parking directly in front of the County Building, and two spaces for Sheriff vehicle inspection.
   (F)   On Monday through Friday, from 8:00 a.m. to 5:00 p.m., use of the parking lot on West Main Street, adjacent to the rear of city hall, is prohibited for any persons or vehicles other than:
      (1)   Employees of the city; and
      (2)   Persons then having business in City Hall, and for only such a period of time as the Mayor may determine.

   (G)   (1)   (a)   Any owner or operator or a motor vehicle violating any provision of divisions (A) through (F) above, governing parking within the controlled parking area, shall be subject to a fine of $30 if the citation for parking violation is paid within 72 hours at the Police Department.
         (b)   If, at the time of any parking violation for which a citation is proposed to be issued, there are as many as five outstanding unpaid citations to the same vehicle for violations of divisions (C) and (D) of this schedule, then the vehicle shall be towed by a garage designated by the Police Department, and there impounded. All charges for the towing and storage shall be paid by the owner of the vehicle and the garage shall have a lien upon the vehicle for the towing and storage charges; additionally, the owner or operator shall be subject to the fine imposed by division (F)(1)(a) above.
      (2)   Any owner or operator of a vehicle violating any provision of division (E) above, upon receiving a citation for a violation, shall be fined $30.
