§ 70.46 LOSS OR TRANSFER OF LICENSE.
   (A)   In the event the stamp should be lost, mutilated or destroyed, the owner to whom same was issued may, upon presenting to the City Clerk/Administrator his or her receipt for the original license, a sworn statement that the license was lost, mutilated or destroyed, and payment of a fee of $1, to obtain a duplicate stamp.
   (B)   In the event that the owner to whom any license hereunder was issued shall sell the motor vehicle for which the license was issued hereunder, the purchaser of the motor vehicle, if the purchaser shall be subject to the provisions of this subchapter, shall apply to the City Clerk/Administrator for a transfer of the license, and the City Clerk/Administrator shall immediately transfer the license upon payment of a transfer fee of $1.
   (C)   If the purchaser shall not be subject to the provisions of this subchapter, the seller, upon affidavit to that effect being filed and upon payment of a fee of $1, shall be issued a license for the vehicle which replaced the vehicle sold, and he shall not be entitled to a refund.
