Each and every such person, firm, company, partnership or corporation, owning or operating a motor vehicle in the city shall immediately upon acquiring the motor vehicle, make application to the City Clerk/Administrator for licensing thereof, and shall furnish to the City Clerk/Administrator, the name and address of the owner thereof, the make and model of the motor vehicle and the number of the license furnished the owner by the state.
