It shall be unlawful to violate any provision of this traffic code or any other ordinance of the city or any state law or regulation pertaining to the movement, parking or operation of any vehicle at any place within the city limits, including, but not limited to all highways, streets, alleys, roadways and all off-street parking facilities offered for public use whether publicly- or privately-owned, with any and all applicable fines and penalties provided for the violation of all the city and state laws and regulations to apply to the same extent and magnitude for any violations thereof which may be committed upon the off- street parking facilities.
