The GWSC and duly authorized employees and all other state and federal agencies having jurisdiction, bearing proper credentials and identification, shall be permitted to enter upon all properties at any reasonable time, for the purpose of inspection, observation, measurements, sampling and testing of discharges to the public sewer system and inspection and copying of all records in accordance with the provisions of this chapter.
