(A) There is established the following schedule of rates and charges for the use of and services rendered by the combined and consolidated municipal water and sewer system of the city:
(1) Residential and commercial customers.

(2) Industrial water rate. Industrial customers using over 1,000,000 gallons of water per month shall be billed for all water used at the rate specified in last step.
(3) Wholesale water rate. $1.95 per 1,000 gallons.
(4) Sewer service surcharge.
(a) Based on the highest level of either B.O.D. (biochemical oxygen demand), C.O.D. (chemical oxygen demand) or S.S. (suspended solids), a sewer service surcharge shall be paid as follows: for B.O.D., C.O.D. or S.S. in excess of 300 milligrams per liter, $0.05 per 100 milligrams per liter over 300 per 1,000 gallons.
(b) Sewer service surcharge will remain in effect for a three-month period, based upon average of analysis of at least two samples taken during the previous three-month period.
(5) Except for the water and sewer rates which shall be established by the city, all other fees and charges incident to the water and sewer service shall be established by the Glasgow Water and Sewer Commission.
(B) The schedule of rates and charges in division (A) of this section shall apply to all residential, commercial and industrial establishments in any manner directly or indirectly connected with and served by the combined and consolidated municipal water and sewer system.
