(A) No user shall contribute or cause to be contributed, directly or indirectly, any pollutant or wastewater which will interfere with the operation or performance of the POTW. These general prohibitions apply to all such users of a POTW whether or not the user is subject to federal categorical pretreatment standards or any other federal, state or local pretreatment standards or requirements.
(B) A user shall not contribute the following substances to any POTW:
(1) Any liquid or vapor having a temperature higher than 150°F, and heat in amounts which will inhibit biological activity in the POTW resulting in interference, but in no case heat in such quantities that the temperature at the treatment works influent exceeds 104°F;
(2) Any gasoline, benzene, naphtha, fuel oil or other flammable or explosive liquid, solid or gas, which by reason of its nature or quality may cause fire or explosion or be in any other way injurious to persons, to the sewer works structures or to the operation of these works. At no time shall waste or wastewater introduced to the POTW have a closed-cup flashpoint of less than 140°F, conducted according to 40 C.F.R. Part 261;
(3) Any garbage that has not been properly shredded;
(4) Any ashes, cinders, sand, mud, straw, shavings, metal, glass, rags, feathers, tar, plastics, wood, paunch manure or any solid or viscous substance capable of causing obstruction to the flow in sewers or other interferences with the proper operation of the sewage works;
(5) Any wastewater having a pH less than 5.5 or greater than 9.5, unless the POTW is specifically designed to accommodate the wastewater, or wastewater having any other corrosive property capable of causing damage or hazard to structures, equipment and/or personnel of the POTW;
(6) Sewage at a flow rate or pollutant discharge rate which is excessive over relatively short time periods so as to cause a loss of treatment efficiency;
(7) Any water or waste containing a toxic or otherwise poisonous substance in sufficient quantity to injure or interfere with any sewage treatment process, constitute a hazard to humans or animals, or that will pass through the sewage treatment works to create hazards in the receiving waters of the sewage treatment plant’s effluent or exceed the state or interstate requirements for the receiving stream;
(8) Any waters or wastes containing suspended solids of a character that unusual attention or expense is required to handle these materials at the sewage treatment plant;
(9) Pollutants which result in the presence of toxic gases, vapors, or fumes within the POTW in a quantity that may cause acute worker health and safety problems;
(10) Trucked or hauled pollutants, except at discharge points designated by the Manager in accordance with § 51.093.
(11) Any noxious or malodorous gas or substance which, either singly or by interaction with other wastes, is capable of creating a public nuisance or hazard to life or preventing personnel from entering into sewers for their maintenance and repair;
(12) Any toxic radioactive isotopes, without special permit;
(13) Any water or waste that contains fluoride in excess of a concentration determined by multiplying 1.2 milligrams per liter by the ratio of the average flow in the receiving stream to the design flow of the sewage treatment works;
(14) Any water or wastewater classified as a hazardous waste by the Resource Conservation and Recovery Act (RCRA) without, at least, a 60-day prior notification of the discharge to the pretreatment coordinator of the POTW. (This notification must include the name of the waste, EPA hazardous waste number, type of discharge, volume/mass of discharge and time of occurrence. The pretreatment coordinator may deny or condition this discharge at any time.); and
(15) Petroleum oil, non-biodegradable cutting oil, or products of mineral oil origin in amounts that will cause interference or pass through at the POTW.
