§ 51.062 TILING UNDER RESIDENTIAL ENTRANCE DRIVES AND ALONG RESIDENTIAL STREET FRONTAGES.
   (A)   The following specifications and requirements shall apply to the installation of all new tiling under private residential property entrances and along private residential property street frontages:
      (1)   The size to be placed in a ditch and under any entrance way shall be determined by the Street Department, based upon the actual flow requirements reasonably found to exist at the location.
      (2)   The property owner shall pay for the required tile which shall be a minimum of 28 feet and the Street Department shall install the tile for one entrance, the installation cost to be at no cost to the property owner. Any catch basins or other structures required because of the location of the entrance shall be installed by the Street Department and the cost shall be paid by the property owner. The cost of the catch basins or other structures shall first be estimated by the Street Department, and the estimated cost thereof paid to the Street Department prior to their installation. To the extent that the actual cost of installation is less than the estimated cost thereof, the difference shall be returned to the property owner; likewise, any deficiency between the estimated cost and the actual cost shall be paid to the Street Department by the property owner after installation is completed.
   (B)   (1)   In the event a property owner desires to install tile along the front of his or her property located in the street right-of-way, the property owner must first obtain a permit for the installation thereof from the Street Department. A charge of $25 shall be made for each permit application. The permit shall designate:
         (a)   The size of the tile required to be installed;
         (b)   The length of the tile; and
         (c)   The location of all catch basins required. A catch basin shall be required for each 60 feet of lineal tiling proposed to be installed.
      (2)   The cost of all materials and labor for the tiling shall be paid by the property owner. Installation of the tiling shall only be performed by a qualified contractor or qualified personnel approved, prior to the commencement of the work, by the Superintendent of the Street Department. Approval of the contractor or personnel shall be based upon the following criteria:
         (a)   Past experience in installing the tiling or similar projects; and
         (b)   Financial ability to perform the work.
