The owner or developer of all houses, buildings or properties, including apartments, condominiums, townhouses, mobile home complexes and subdivisions used for human occupancy, employment, recreation or other purposes, situated within the city and abutting on any street, alley or sewer rights-of-way in which there is located a public sanitary sewer, is hereby required, at his or her own expense, to install plumbing facilities and sewers which meet the requirements of this chapter, and to connect those facilities directly with the public sewer connection provided within 90 days of official notice to do so.
