The owner shall operate and maintain the private sewage disposal facilities in a sanitary manner at all times, shall maintain these facilities in a sound, safe, leakproof condition and shall obtain all required permits and perform all operation, testing, reporting and maintenance in strict compliance with regulations and instructions set forth by local, state and federal agencies involved at no cost to the GWSC or the city.
