No change or alteration resulting in a reduction in any of the rates pursuant hereto shall be made at any time by the City Council, except when recommended, in writing, by the Water and Sewer Commission and accompanied by the written approval of such change by J.J.B. Hilliard and Son of Louisville, Kentucky, representing the bond holders, so long as any of the water revenue bonds remain outstanding.
