(A) The Water and Sewer Commission shall, on assuming its duties, put into effect a schedule of rates for water and for water service, including charges against the city as a whole for fire hydrants, fire protection and sewer and street flushing and cleaning.
(B) Until such time as the Water and Sewer Commissioners have had an opportunity to thoroughly study the operations of the municipal water and sewer system under municipal ownership, all water rates now in effect under private ownership and operation shall remain in effect, except that water rates to the city for fire hydrants and water for other municipal purposes shall be at the rate of $2,500 per year and shall be due in equal monthly installments.
