§ 36.137 AUTHORITY OF COMMISSION.
   The Water and Sewer Commissioners shall have the right and are given full power and authority to do any and all acts necessary or proper in the administration of the water and sewer system, except that in lowering and raising rates for service, the Water and Sewer Commission shall make their recommendations to the City Council and such rates so recommended shall not become effective until the same have been ratified by the City Council. The accounts of the water and sewer works and the records of the Water and Sewer Commission shall be audited by a competent accountant once each year and a report thereof filed with the City Council. The expense of making the audit shall be charged to the operation account of the water and sewer system.
