The Recreation and Playground Board shall provide rules and regulations for the management of the recreational facilities and, out of the appropriation from the General Fund, it shall pay all operating expenses, provide for necessary repairs and additions, insure buildings and improvements against fire and tornados, insure against claims for personal injury or property damage and maintenance of the facilities and all the appurtenant equipment.
