(A) The Recreation and Playground Board is charged with the responsibility to improve, maintain and operate the city recreational projects within or without the corporate limits of the city, including the hiring and the regulating of the salaries of the employees, for the purpose of supplying the city with suitable and safe recreational facilities.
(B) For the purpose of this section, the following definition shall apply unless the context clearly indicates or requires a different meaning.
RECREATIONAL PROJECTS. All public parks, golf courses, tennis courts, playgrounds, ball fields and other similar facilities made available to the public for recreational purposes.
