The Recreation and Playground Board shall be a corporation with perpetual succession and may contract and be contracted with, sue and be sued, have and use a corporate seal and alter and renew it at pleasure. The Recreation and Playground Board shall consist of five members to be appointed by the Mayor for terms of four years and until their successors are appointed. Vacancies shall be filled in the same manner as original appointments and for the unexpired term.
