The purpose of the R-3 zoning district is to provide for the establishment a small lot medium density residential district which will remove a number of older established residential lots found in the city from non-conforming lot status and to allow the development of this pattern of lots in the future. This district will preserve the medium gross densities of development of the original R-2 district. The principal use of land may be one of several types dwelling units, ranging from single-family to four-family dwellings and including garden apartments, condominiums and townhouses.
