No person shall, in doing any work authorized by a permit, issued hereunder obstruct more than one-half of the traveled portion of any street or alley without permission granted by the City. However, should it become necessary to totally block any street or alley (for any emergency, such as a broken gas main), the responsible person in charge must first notify\r the police and fire departments through the Gladwin County Sheriff Department Central Dispatch.
