(a) Any person, firm or corporation engaged primarily in the business of erecting and servicing business and advertising signs shall be required to secure a business license from the City and pay a fee of fifty dollars ($50.00) annually. All licenses expire on January 1 of each year and shall be renewed upon payment of the prescribed fee provided the person or firm continues to comply with provisions of the Building and Zoning Codes.
(b) Except for residential, institutional, real estate and other signs permitted in residence districts, a sign permit shall be required for all sign structures exceeding twenty square feet in area and/or all electrical signs of any permitted size, and such signs shall be subject to annual inspection. Application for such permit shall be accompanied by detailed plans and other requisite data to determine location and compliance with applicable regulations, and a permit shall be issued upon payment of the required permit fee.
(c) The permit fee for signs containing less than 100 square feet of surface area shall be five dollars ($5.00) and those in excess of 100 square feet in area shall be ten dollars ($10.00). A double face or "V" type sign structure shall be considered two signs.
(d) Annual inspection fees for all signs for which permits are required shall be five dollars ($5.00) for each sign structure owned or maintained by a person in the business of erecting and servicing signs, if upon inspection they are found defective or in violation of the Building or Zoning Codes.
(e) Every person or firm engaged in the business of erecting signs shall, before a permit is granted, file with the Building Inspector, a continuing bond in the penal sum of ten thousand dollars ($10,000) executed by the person or firm and a surety company to be approved by the Director of Law, which shall indemnify and save harmless the City from any and all damages, judgments, costs or expense which such City may incur by reason of granting such permit. A liability insurance policy issued by an insurance company authorized to do business in this State, conforming to this paragraph shall be permitted in lieu of such bond.

(f) Any agent or employee of any sign company working within the City shall be fully covered by insurance for the protection of any citizen or property of any citizen.
