§ 10.15 CONSTRUCTION OF ORDINANCES.
   When constructing the ordinances of the village, the following shall be observed, unless such construction would be inconsistent with the express content or manifest intent of the ordinance: the provisions of §§ 10.05, 10.06 and 10.12.
