§ 92.30 CAMPGROUND REGULATIONS.
   (A)   Definitions. The following words, terms and phrases, when used in this section, shall have meanings ascribed to them in this section, except where the context clearly indicates a different meaning.
      CAMP OR CAMPING. The use of a tent, shelter, or recreational vehicle for temporary residence.
      CAMPING PARTY. Any individual, family or single group occupying a campsite.
      CAMPING UNIT. Any single tent, shelter or recreational vehicle used for a camp by a camping party.
      CAMPSITE. A segment of a campground that is designated for camping use by a camping unit or camping party.
      COMMITTEE. The Gilman Parks and Recreational Committee of the Board or its successor committee.
      DEPARTMENT. The Gilman Parks and Recreational Department or its successor department.
      PARK, TRAIL OR OUTDOOR RECREATIONAL AREA. Any park, trail or outdoor recreation area owned or managed by Gilman which is under the jurisdiction of the committee or its successor committee, including the ground, buildings thereon and waters therein.
      SINGLE GROUP. A camping party of not more than five persons occupying on camping unit.
      TRANSACTION FEE. A non-refundable fee for campsites or buildings.
   (B)   Camping regulations.
      (1)   Camping is prohibited except in designated areas.
      (2)   It shall be unlawful to camp without a camping permit or use power without paying a deposit.
      (3)   No more than one family or individual group shall occupy a single campsite.
      (4)   No camping unit shall be set up beyond limits of the campsite.
      (5)   It shall be unlawful to park any motor vehicle outside a designated parking area.
      (6)   No more than two motor vehicles are permitted at any campsite.
      (7)   The Committee shall have the authority to eliminate campsites in a campground.
      (8)   All camping permits expire at noon on the last day of the permit period.
      (9)   Quiet hours shall be observed in campgrounds between the hours of 10:00 p.m. and 6:00 a.m. No loud music, loud noises or operation of loud vehicles shall be allowed.
      (10)   Violation of any state law or any rules of the Committee by a member of a camping party is cause for revocation of the camping permit.
      (11)   No campsite may be left unoccupied by a camping party for more than 48 hours.
      (12)   Designate the grass by the river as tent only.
      (13)   Failure to comply with these regulations may result in removal from this campground.
   (C)   Penalties. Any person who violates any of the provisions of this section shall be subject to fines.
   (D)   Enforcement. Any law enforcement officer may issue a citation or arrest any offender who is in violation of any provision of this section. The officer shall have at all times the right to enter the premises of any building, structure, or enclosure in any part of the campground for the purpose of inspection or investigation of disturbances. This section provides special authority to any municipal, county or state officer to act as agent of the village in inspection or investigation of disturbances.
   (E)   Hours of use. The hours of use by the public for any park, trail, or outdoor recreation area shall be from 6:00 a.m. to 10:00 p.m. It shall be unlawful for any person to be in any park, trail or outdoor recreation area except registered campers in designated campgrounds, outside the established hours.
   (F)   Regulations governing pets.
      (1)   Dogs shall at all times be kept on a leash less than eight feet long. Other pets shall be effectively restrained or under the owner's control at all times.
      (2)   Pet owners shall clean up feces deposited by their pets.
   (G)   Prohibited activities on village property governed by this section. The following activities shall be prohibited in any park, trail or outdoor recreation area:
      (1)   Starting a fire except at designated fire places in campground only.
      (2)   Leaving fire unattended.
      (3)   Operating any vehicle in excess of 15 miles per hour or in excess of any other posted limit.
      (4)   Gathering wood or cutting trees, shrubs, or downed wood without the written permission of the committee.
   (H)   Permits. The following activities or uses require the issuance of a permit.
      (1)   Camping at the campground.
   (I)   Distribution of permits. Camping fees/power fees shall be set and revised from time to time by the Committee and be part of the fee/charge schedule.
