Whenever it is proposed to replat a recorded subdivision or any part of a recorded subdivision, the Village Board shall hold a public hearing on the proposed replat. The Village Board shall hold a public hearing and the Village Clerk shall mail notices of the scheduled hearing thereon at least ten days prior to the time of such hearing to the owners of all properties situated within the limits of the proposed replat, and to the owners of all properties within a radius of 200 feet of the exterior boundaries of the proposed replat.
