This chapter shall take effect upon publication and all ordinances or parts of ordinances inconsistent with or contrary hereto are hereby repealed, except nothing in this chapter shall be interpreted so as to conflict with state laws or orders regulation mobile homes or mobile home parks or any of the requirements of any ordinance of the village not mentioned or made inapplicable by the express terms of this chapter.
