§ 151.23 PERMIT REQUIRED.
   No building or structure or any part thereof shall hereafter be built, enlarged, improved, altered or moved within the village, except as hereinafter provided, unless a permit required by this code shall first be obtained by the owner or his or her agent from the Village Clerk as provided in this subchapter.
