Pursuant to this chapter, the village may create in a franchise grantee, its successors and assigns, a nonexclusive franchise to install, maintain and operate a cable television system for the distribution of television signals, frequency modulated radio signals and closed-circuit television programs for a term of ten years, provided that the franchise grantee conforms to the conditions, limitations and requirements of this chapter. This chapter may be amended from time to time by the village through the enactment of amendments hereto and will be subject to state and federal laws.
