The Committee shall have the following duties and responsibilities which shall be advisory except as otherwise provided:
(A) To review and recommend to the Village Board policies necessary for the governance of the village parks and recreation facilities, and programs which shall take into consideration and attempt to provide for the social, physical and cultural well-being of the citizens of the village;
(B) To review and recommend to the Finance Committee all budgetary revenue and expenditures proposals relating to Park and Recreational facilities and programs. The Committee shall submit to the Village Board by September 1 of each year a proposed program and budget for the ensuing calendar year. The Committee shall not contract any liability in excess of the budget appropriated unless specifically authorized in writing, by the Village Board. All monies received for the purpose of the Committee, whether from the General Fund or from approved donations, or from such reasonable fees as may be charged for activities, shall be paid over to the Village Treasurer and be disbursed by order of the Village Clerk drawn upon the Village Treasurer to pay accounts or bills that have been audited and allowed by the Committee and presented to the Village Clerk;
(C) To review and recommend to the Village Board rules and regulations for the effective management of the village parks and recreational facilities;
(D) To perform such duties and have such responsibilities as the Village Board shall, from time to time, by ordinance, resolution or by law direct; and
(E) Revise and update a park plan on an annual basis for use in long- and short-range planning and applying for grant proceeds.
