§ 38.05 EXPENDITURES; SIGNATURES ON CHECKS AND RATIFICATION.
   (A)   All checks for expenditures of town moneys shall bear two of the three signatures, namely, either the Town Manager or Town Clerk and either the Mayor or Vice-Mayor. Said signature authority shall at all times be consistent with the financial institution's records of authority for signature.
   (B)   All municipal expenditures may be subject to ratification by the Council, and the Council may act monthly or more frequently on the matter of ratification of expenditures.
