Nothing in §§ 38.02 or 38.03 shall be construed to inhibit emergency expenditures. However, when an emergency expenditure is made under the authority of this section, a report specifying the nature of the emergency and the amount of the expenditure shall be made to the Council at the next regularly scheduled Council meeting.
