§ 36.03 APPOINTMENTS.
   (A)   Appointments to vacant positions or promotions shall be based on merit and fitness to be ascertained so far as practicable by competitive examination or personal evaluation of applicants' experience and aptitude. Physical and medical tests may be given as a part of any examination.
   (B)   The appointing authority, as designated by the Council, shall post a notice of all vacant positions to be filled at least ten days prior to the date the position or positions are to be filled on the official bulletin board of the town. The notice shall contain the title of the position, duties to be performed, salary or salary range to be paid, the person authorized to accept applications and the date of examination if it is to be given.
   (C)   The appointing authority, after examination and evaluation of all the applicants and, upon approval of the Council, shall appoint the applicant deemed to be the most qualified, on the basis of merit and fitness, to the vacant position. Notice of appointment shall be posted on the official bulletin board of the town for at least ten days.
