The provisions of this chapter shall apply to all employees of the town, except elected officials, officers of the town appointed by the Council pursuant to statute, persons engaged under contract to supply expert, professional or technical services for a definite period of time, temporary employees, volunteer firefighters and volunteer personnel who receive no regular compensation from the town.
