In periods of local emergency as declared heretofore, the town is granted full power to provide mutual aid to any affected area in accordance with this code, local ordinances, resolutions, emergency plans or agreements. The town may request mutual aid from state agencies, including personnel, equipment and other available resources to assist the town during the local emergency in accordance with emergency plans or at the direction of the Governor.
