The Town Manager shall be hired by a majority vote of the Town Council pursuant to the provisions of A.R.S. § 9-303, as amended. The Town Manager shall be chosen by the Town Council on the basis of his or her executive and administrative qualifications and his or her knowledge of accepted practice in respect to the duties of the office, as set forth hereinafter.
