Any person operating as a solicitor, peddler, hawker, salesperson or vendor of goods, wares, merchandise, newspapers, magazines or services, who goes from house to house in the town, shall register with the Police Department, obtain an identification card showing the registration and also obtain a business license from the Clerk.
