It is unlawful for any person to, in any manner, intervene, impede, prevent, obstruct or intimidate the Poundmaster or any of the deputies in the discharge of their duties in taking up or attempting to take up and impound any and all animals which it shall be their duty to impound under the provisions of this title, or who shall rescue or attempt to rescue any animal so taken up or to release any animal so impounded.
