§ 30.27 VOTING.
   (A)   The Mayor shall vote as a member of the Council.
   (B)   The vote of every member of the Council on every issue that is voted upon shall be included in the minutes. Unless a member of the Council states he or she is not voting, his or her silence shall be recorded as an affirmative vote.
