(A) Periodically, the Town Council, by resolution properly published and posted according to law, shall establish appropriate rates for the various categories of refuse collection services, and costs of new containers for residential and commercial refuse generators.
(B) The rates charged for collection service and containers shall be uniform for the various classes of users; unreasonable discrimination as to rates is prohibited.
(C) All charges shall become due and payable at a time as shall be established by resolution of the Town Council, and, if the charges are not paid within 20 days when the same shall be come due and payable, a penalty of 10% shall be added thereto.
